I'm thinking drag. I would think 4000 rpm's would be 4000 rpm's. Bad gas/dirty filter would lower rpm's and slow you down on top end or cause the motor to miss noticably and have less power but if you are turning a certain rpm and at that rpm your speed drops I'm thinking that something is causing drag. Bottom fouled, trim tabs down, propeller damaged, those type of things. How are you reading your speed? If off a pitot tube you might have some plugging giving you a false indication. Good luck finding it and keep us posted on your progress.

My bottom has fresh bottom paint. My prop looks fine I haven't hit anything.
Thanks for the thoughts. I'm going to put some carb cleaner and fresh fuel and some fuel additive, check my water seperator, and plugs and see what happens.

No I have no extra weight on the boat. I was talking to a buddy and he said that if it was the prop it may be vibrating. Which it is not. I mentioned fuel he replied that probaby knot because if it were a fuel problem she probably wouldn't run as well as it did.
