It does pump much better when submerged to the proper depth in water (a barrel or a the lake), but it should also pump some water on the muffs. Are you sure you got a good seal on them over the water intakes?

The only time I had an issue when using the muffs was when I had to replace the impeller. Once that was replaced, water spits out like crazy. On my Johnzuki, there is a little black cap where the water spits out. I remove that once in a while and make sure that there is no debris in there to block the spitter.
Also, like captwoody said, make sure your muffs are nice and tight on the intakes.

I knew you had a Yamaha before you posted the make... Most Yamahas have high volume water pumps that require a lot of water flow..especially the f-150s.....most garden hoses won't supply the water flow needed to run the motor on muffs... I've had several Yamahas....both 2 and 4 stoke and they would all rum hot using a garden hose and muffs... I now use a live stock tank... it works great..I can flush the motor after saltwater use and run it as long as I want without it running hot... I HIGHLY recommend a flush tank for use on any Yamaha outboard.
