I don't know the name of this part. What does this part do? Should I replace it? If I'm not mistaken this is the fuel/water separator filter and how would I check this to see if I have water in my fuel?

Don't know what the top picture is, some kind if inline filter but the blue hose I don't recognize. Does your boat have raw water washdown? The bottom picture is definetly a fuel water separator, and you can unscrew the canister hanging under the filter head where the grey fuel lines enter and exit. try to get it off without spilling it and get out of the boat with and pour it into a clear container so you can see the fuel/ or water and any trash that may be in there. For filters like that one it is recommended to change it every 50 hours or 6months whichever comes first. The first picture does sort of look like a mercury inline filter. If the little orange washer is at the bottom should be okay. The orange washer is meant to float up if water is present. again it unscrews from it head and can be replaced.

The top picture is your outboard's fuel filter.. If any water has made it to the engine, you should be able to see it in the bottom of that bowl. There should be a float in the bowl that floats up when water enters the bowl. You can remove the bowl to empty any water that might be in it and then replace it. There shouldn't be any water there..if there is, you need to change the fuel/water separator in the other picture.

Like they said. and as you've just got the boat and probably arn't sure when the filters were last replaced, I'd go ahead and change them.
