You might try Craigslist. Don't know about NC but there's several listed in the Florida panhandle.

Well, I found one in Huntsville AL, 8 hours away. Would hiring someone to do a survey be reasonable in this situation if it is in another state? And, AL doesn’t title the boat OR trailer where NC requires it for both.

Im in NC also, and, I bought my boat out of state. Texas to be exact. I had to title it when I got it back. Wasnt too hard, just some paperwork with the wildlife folks.

Having it surveyed would be wise but formal surveys aren't cheap and it might be hard to find anyone willing to do a survey on a small boat. Most are done on the larger boats. All Alabama requires is a hand written Bill of Sale and the boat's registration and not even a registration is needed for the trailer since it's not tagged. I'm pretty sure you can apply for a title in any other state with only a Bill of Sale and registration.
