voltage is 10.9v at red wire at key switch in off position. ov. when turned to on and start. Do I need a new switch? Can I test further by crossing wires? Which ones? Could the problem be a bad nutral position switch? How do I test? Is the switch assembly a common part easily replaced? Thanks for any and all answers in advance.

Not sure what wires to cross to test. Is your battery voltage 12.5VDC, but the key wires only getting 10.x?
Sometimes your battery will read 12VDC with a meter (light load) but only be able to deliver reduced voltage due to bad battery or poor connections (or a bad/broken wire). Check these first. Put a meter on your battery and see what the voltage reads, then have someone turn the key and see what the battery voltage reads. Do this again under your dash at the wires that feed the switch. SeaPro fuses the dash throuhg one main fuse 1st in many cases, and this fuse can even be bad or have a weak connection.
My key switch was a unit from the OB manufacturer.

I would remove and clean all wiring connections (including negative) if you have good voltage at the battery but poor at the switch. What voltage reading do you get at the solenoid switch? Will it start when you jump it? I expect that you have dirty or corroded fittings.
