The market on used boats is up right now and they're selling quick but value also depends on condition and location. I'd suggest you use NADA to check the value in your area but in my area he's asking about $1K too much unless there are other accessories... (stainless prop, electronics, spare tire, etc)

1. RUST. Surface rust = no big deal but deep, flaking rust will be an issue at some point in time. 2. Leaf Springs or torsion axles? Torsion is better but nothing wrong with leaf springs if they're in good shape and not seriously rusted. 3. Wiring. Check the tail and side lights. Even if they don't work, it's not difficult to replace lights and wiring. 4. Bunks or rollers. If it has bunks, check to see that the carpet is in good shape and the wooden bunks aren't rotted. If it has rollers, be sure they aren't rusted and frozen. They should turn freely. 5. Winch and winch strap... Strap should be in good shape and the winch should ratchet and lock into place when the boat pulled up to the bow roller / stop. (Also easily replaced if needed.) 6. Tires, wheels and bearings.. Is the tread on tires wearing evenly? Do the wheels turn freely without noise? Are there grease fittings on the hubs? Grease on the wheels is a good sign the bearing seals need replacing.
BTW: you may have noticed already but I'd ask if he has the drivers seat back and the cushions for the livewell in front of the console. The electronics in the picture don't add much value. Is there an onboard battery charger? How old and what type are the batteries?

I would want to do a compression check on the engine.

On the outboard. Ask for service records. Do they match recommended maintance by manufacture? Take notice the name of the shop and swing by latter and talk to mechanic that worked on boat(plan on at least a $20).Look over tilt trim for corrosion, weepy seals. Pop the cowling. Look at bolts . You do not want a old, salt water use, outboard that has never been opened up(bolts freeze and each one can add a min. of a hour shop time to fix and there are a lot of them...). Test every pump. Bilge, two livewells, washdown. All lights work. Check batteries for condition and age. Every switch should work for something. From here these are after you decided you want the boat and have agreed on a price on the condition these all pass, cash in your hand . Do a leakdown test, if not able to do that at least do a compression test. Bring the boat to your mechanic to give a go over and give a thumbs up or down(expect to pay at least one hour shop charge). If your not up to speed on trailers take it to a trailer shop for a look over($20 tip at least). Sea trial. Stuff I would ask about. Cushions not pictured, they are probably cracked but will bring down cost of getting new ones made(pattern). Ask for extra's. Life preservers, hand held radio, dump box , flairs ect.. Remember there is no warranty with a used boat. You got one chance to make sure all things are covered. Can you afford a repower if the outboard takes a shit in the first year? Lastly talk it all over with your spouse.
