No,when the boat is at still or idle speed the overflow does not drain out but comes into the boat from the scupper. The boat is currently being taken back to the factory.
I am hoping they reroute the scupper drains to their own independent drains out the back of boat. If there was ever an issue with having to shut main valve off at manifold and boat was taking on too much water from rain or sea water the boat won’t drain through scuppers.

You make a good point, shut that valve off and nothing will drain.

Issue resolved, Sea Pro did reroute the scuppers independently through the transom to my satisfaction. Thanks to the folks at Cove 2 Coast in Richmond Hill, Ga and Sea Pro for the quick response and turn around.
What is the proper position for the drain manifold valve lever when the boat is in the water? Should it be open i.e. vertical, or closed i.e. horizontal?
